Facilities
Master Planning
Maas Companies, Inc. will provide
services, assistance and guidance that will lead to the generation
of a Facilities Master Plan for the College District, including
proposed educational centers of the future. The scope of work
for the Facilities Master Plan will be clearly defined by
Maas Companies, Inc. in consultation with the District.
The activities proposed below are offered to clarify the process
description/methodology relative to the facilities planning
process. This brief summary assumes the District has a current
and updated Educational Master Plan that is sufficient to
support the Facility Master Planning effort and assumes that
the District will work with our Master Planning Architect
to provide all base reports (traffic study, engineering, surveying,
etc.) and survey data in a CAD format.
- Review and assess facilities/physical plant,
parking, vehicular and pedestrian circulation, ingress
and egress corridors, ADA corridors and open space requirements
for each of the campuses of the District.
- Review and assess pertinent documents
of the District's that are related to the existing planning
process, including, but not limited to, the following:
a) Strategic Capital Projects Plan
b) Integrated Educational Master Plan
c) Technology Plan
d) Five Year Capital Construction Plan
e) Schedule Maintenance Plan
- In concert with the District, establish
a Steering Committee to work with Maas Companies, Inc.
throughout the entire master planning process.
- Develop a process for College-wide participation
and input including the following:
a) On-campus interviews with administrators, faculty,
staff and students
b) Written response opportunities for faculty and staff
via Unit Planning Guide input surveys
c) Written response opportunities for administrative and
academic and support services dean/director level staff
via Trends/Projection surveys
d) College-wide presentations with open dialogue feedback
opportunities
- Organize and facilitate on-campus meetings
with the Steering Committee.
- Determine development potential at all
educational sites of the District.
- Develop --- with the District's administrators,
faculty, staff and students --- planning and design alternatives
that will lead to conceptual designs/plans for the District
and its College campuses/educational centers.
- Identify project priorities and cost estimates
for new construction, reconstruction and renovation projects.
- Identify infrastructure needs and costs
for rehabilitation and/or upgrades.
- Develop a plan for phasing and implementation.
- Determine and implement the financing plan/strategy
and establish performance and accounting monitoring mechanisms.
- Conduct all production
and postproduction work that will lead to the generation
of a finished Facilities Master Plan that can be used
as a qualifying document to access the District's funding
sources.
